Do I need a certain level insomething to construct a farm? I already got my dam built.

There shoould be a little field with these wooden thingys in it and if you click it it says blank minutes until new crops... |

Drop a villager there to start farming. after the timer is up, you'll see crops ready for harvest, but the problem there are the birds. you'll have to make a scarecrow after being told that the birds are stealing your crops. |
